This worked, the Movies & TV app you need to download to play back purchased videos from the Store played back 4k HDR videos from an attached hard drive fine. Looks like I can finally move on from all the stupid plex buffering issues. It is kind of silly the default Media can;t do it but this Movies & TV app can. Thanks for the suggestion saved me
